Zachary Parker

CEO, President and Board Director

Zach Parker joined the Board of Directors in February 2010. Mr. Parker is president, chief executive officer, and board member of DLH Holdings Corp, a growing government services provider with approximately 1,200 employees in 25 states. DLH specializes in performance-based logistics and supply chain management, healthcare services, and information technology and technical services for DoD, federal, and civil agencies. Prior to joining DLH Mr. Parker held positions with leading government services organizations within Northrop Grumman Corporation, VT Group, GE Government Services (now Lockheed Martin), and VSE Corporation. He has accomplished an outstanding track record for transitioning and profitably growing businesses having held positions including company president and executive VP for business development with the VT Group; Executive director, western region operations manager, and corporate account manager for Northrop Grumman (included Litton and PRC); and facility and program manager positions with GE and VSE Corporation. In addition he has served on the boards of joint ventures, companies, and associations. 

During his over 25 year tenure in the aerospace and defense government services business he has lead DoD operations in support of Army, Navy, Marine Corps, and Air Force programs ranging from acquisition management, readiness & logistics planning and execution, systems engineering and integration, test & evaluation and sustainment. Systems and product lines include warfare and combat systems for surface, subsurface and aviation platforms; information technology and command & control systems; anti-terrorism force protections systems, DoD health informatics systems, and more.

Active in both professional and community associations he has served as co-chairman of the DoD/Industry Partnership Executive Council, and held committee lead positions with National Defense Industry Association, American Society of Naval Engineers, and remains an active member of the Washington DC-based Professional Services Council. He currently serves on the Government Affairs Council and the Veteran Affairs Task Force. He has implemented initiatives with both the House and Senate Armed Services Committee and in 2002 was named congressional “Business Man of the Year”. In 2007 he was inducted into the “100 Black Men of America” and remains active in “Hope for the Warrior” various mentoring programs. 

He earned his Behavioral Sciences degree from CSU Northridge (with honors) in 1979 specializing in Human Factors Engineering (minor in statistics) and has completed post-graduate studies. Zach lives with his wife Jackie and their children in Roswell, GA.

John Armstrong

Executive Vice President

John Armstrong joined DLH in December 2010 as Executive Vice President with primary responsibilities for strategic alliances, customer relationship management, business development, account management, communications and branding, strategic pipeline development and management for the corporation. Prior to joining DLH Mr. Armstrong held executive positions with leading government services organizations within Lockheed Martin as Director and Eagle Group International as a Senior Vice President. During his more than 30 years of in-depth experience both in the military and the defense industry (public and private), he has led strategic planning efforts and dramatically improved hospital and medical support agreements between the US and host countries in Southwest Asia, held numerous military operations positions of increasing responsibility within the Assistant Secretary of Defense for Health Affairs office, US Army Surgeon General's office, and as commander and chief of staff for deployable medical commands in support of US combat and peace keeping operations. During his career as a business executive, Mr. Armstrong directed all phases of healthcare and logistics program operations, responsible for contracts' cost, schedule and technical performance, managed business development pursuits to identify opportunities in logistics, supported capture activities, and prepared comprehensive technical and price proposals. He was also instrumental in leading the transformation of a small company to a fully competitive large business. 

Mr. Armstrong served a distinguished career in the U.S. Army, retiring in 2002 as a Medical Service Corps Colonel. He is a Fellow in the American College of Healthcare Executives. He earned a Master of Business Administration degree from Marymount University, a Master of Arts from Ball State University and completed his undergraduate studies at the University of Central Florida. John lives with his wife, Doree in Newnan, Georgia and has two daughters, Dawn and Aimee and son, Andrew. .

Kathryn Johnbull

Chief Financial Officer

Kathryn M. JohnBull joined DLH as Chief Financial Officer in 2012. From January 2008 to June 2012, Ms. JohnBull served as a senior financial executive with QinetiQ North America, a wholly-owned subsidiary of QinetiQ Group, PLC, a publicly-traded, U.K. - based provider of defense, technology and security services and solutions, including serving as the Senior Vice President/Chief Financial Officer of its Mission Solutions Group until February 2011 and subsequently as the Senior Vice President - Finance for QinetiQ North America's overall corporate operations. Prior to her tenure at QinetiQ, Ms. JohnBull served as the Operations Segment Chief Financial Officer of Maximus, Inc., a publicly-traded provider of business process outsourcing, consulting and systems solutions from August 2002 to December 2007. Ms. JohnBull has nearly 30 years of experience in finance and has been involved specifically in the defense and government services industries since 1988 working for organizations such as United Defense, BDM International, Inc. Maximus, Inc. and QinetiQ North America.

Kevin Wilson

President , DLH Solutions, Inc.

Kevin Wilson was appointed president of DLH Solutions, Inc. (formerly TeamStaff Government Solutions, Inc.) in October 2008. He previously held the director role at DLH. Mr. Wilson previously worked for Varec, Inc. as the Director of Strategic Alliances where he drove business in the US and foreign defense markets. In addition, he has held Government contract management positions with Endress Hauser Systems & Gauging and Tracer Research Corporation. Mr. Wilson holds a BS in Business Marketing from Northwest Missouri State University.

Denise Ciotti

Vice President Business Development

Denise Ciotti joined DLH in August, 2014. Ms. Ciotti is an executive in the federal health IT marketplace with over 25 years of professional experience in Business Development. Ms. Ciotti develops and leads DLH capture teams in identifying near term and strategic business opportunities focusing on increasing the company’s pharmaceutical and health IT businesses. Ms. Ciotti comes to DLH from a distinguished career as Vice President, Business Development, Humana’s Federal Healthcare IT subsidiary DefenseWeb, Inc. Prior, she served in senior business development and management positions for other Fortune 100s companies such as Xerox, Pitney Bowes, and StayWell Health Management focused on the government health IT market. Additionally, she was publisher and COO of Veterans Health System Journals, a peer reviewed medical Journal for VA and DoD Physicians.

Helene Fisher

President of Danya International LLC (DLH Danya)

Helene Fisher, President of Danya International LLC (DLH Danya), is accomplished and results-focused, with a robust path of professional growth and a rock-solid history of more than 25 years' industry experience on high-profile programs. Prior to joining DLH Danya, Ms. Fisher held leadership positions with MAXIMUS Federal Services including responsibility for operations and program performance of a major initiative for the U.S. Department of Health and Human Services and several Federal civilian agencies. Prior to joining MAXIMUS, she led large-scale program delivery efforts for the U.S. Departments of Homeland Security, Justice, and State as well as electronic health record programs. Previously, Ms. Fisher spent 17 years with Lockheed Martin in various program management, systems engineering, information technology, customer relationship, business area management, and business development roles. Ms. Fisher holds Project Management Professional and Information Technology Infrastructure Library certifications. She is a United States Army Signal Corp Veteran. She earned a Bachelor of Science degree in Mathematics/Computer Science from Prairie View A&M University, and a Master of Arts degree in Computer Information and Resources from Webster University.
